Habib Rafiq International has been granted the license for Digital
Subscriber Line (DSL) by PTCL in 2002. The project is in collaboration
with PTCL whereby PTCL is a revenue sharing partner. Pakistan Telecommunication
Corporation (PTC) was established in December 1990 to take over
operations and functions from the Pakistan Telephone and Telegraph

) Its operations were governed by the Pakistan Telecommunication
Corporation Act 1991. At the same time the Government of Pakistan
(GOP) began to introduce private participation in the sector and
licenses were awarded for cellular, card-operated payphones, paging
and more recently, for data communications services in the country.
PTCL
owns and operates the public switched telephony network in Pakistan
and various other telecommunication services. In addition it is
the sole provider of all Core Infrastructure services including
international Data and Voice services on an exclusive basis till
end December 2002. The project of DSL is a strategic business development
with the private sector where HRI has taken the lead to roll out
operations across Pakistan in all the major cities.
